From March 31 to April 1, the “19th Water Industry Strategy Forum” sponsored by E20 Environment Platform was held in Beijing. Looking at the current situation, the environment and transportation, logistics, communication, energy, finance, etc. has constituted an important part of urban infrastructure (public utilities), and urban infrastructure and other industries have played an important leading role in high-quality development, but the environmental industry has not yet achieved high-quality development and there are still four major gaps and four major mismatches. In addition, the environmental industry development still faces three major deficiencies, that is, inefficiencies on the demand side, the supply side, and in the market. Li Li briefly explained the historical process and historical position of the environmental industry. He pointed out that the main goal of the current stage is to complete river basin governance, and finally realize the integration of water civilization into life and into industry, and achieve harmony between human and water, civilization progress by taking water as the carrier to jointly build a life community of mountains, rivers, forests, fields, lakes and grasses.
Looking forward to the “14th Five-Year Plan”, Li Li emphasized that the environmental industry needs new breakthroughs to achieve new development. He shared from the four dimensions of system construction, lean development, value creation, co-creation and co-construction based on the typical benchmark cases and industry experience of BEWG in recent years. System construction is to eliminate the chaos of water control, and achieve integrated development of environmental science, environmental engineering, and environmental management from three aspects of top-level design, water control, and smart integration. Lean development is to achieve precise governance, improvement of quality and efficiency, and technological upgrading. He systematically explained the useful explorations and active attempts of BEWG by taking the Group’s Yuhang Project, Jieyang Project, Longyou Project, etc. as examples; and vividly explained value creation by taking Luoyang Luohe water system comprehensive control project, Gaoyang printing and dyeing wastewater treatment project and Caofeidian Blue Industrial Park (GreenTech), and BEWG Rural Sewage Treatment Station as examples.
In the new stage, it is necessary for leading enterprises in the industry to complete transformation through co-creation, co-construction and win-win cooperation to better implement “infrastructure integration and collaborative efficiency improvement” under the new governance system. Li Li made systematic interpretation based on the multi-format model projects of BEWG including Yinchuan No. 1 Reclaimed Water Plant Project, Yinchuan Minning Village Sewage Treatment Project, Heshan Shaping River Basin Comprehensive Treatment Project, Luzhou Yuzixi Project, etc., which draws attention from the industry. In July 2020, E20 and 16 leading water companies jointly initiated to establish the “Double Hundred Leaps” wastewater treatment benchmark alliance to carry out comparison and selection of the “Double Hundred Leap” benchmark sewage treatment plants, which is designed to set up industry models, enhance social image, and lead the future. As for the first phase of the competition, three face-to-face regional review meetings were held in Shanghai, Fuzhou, and Tianjin based on the previous pre-selection. A panel of 40 expert judges appraised 64 sewage treatment plants from 27 water companies from six dimensions, and finally 40 benchmark sewage plants were selected.
On the evening of March 31, at the awarding ceremony of the Double Hundred Night—Leading the Future with High Quality and the First “Double Hundred Leaps” Wastewater Treatment Benchmark Competition, 5 projects of BEWG won the titles of benchmark sewage treatment plants, that is, Kunshan North District Sewage Treatment Plant, Yixing Urban Sewage Treatment Plant , Guangzhou Xintang Yonghe Sewage Treatment Plant (Phase IV) , Mianyang Taziba Sewage Treatment Plant, Luoyang Chandong Sewage Treatment Plant.
Hang Shijun, chief consultant engineer of BEWG and chief expert of the “Double Hundred Leaps” Benchmark Sewage Treatment Alliance, gave professional comments on the typical benchmark projects on the list. She made in-depth interpretations from multiple dimensions such as operation management, resource utilization, low-carbon technology, etc., conveying forward-looking concepts of industry development.
At the night talk of practicing “Double Hundred Leaps” and leading the future with high quality, Liu Weiyan, vice president of BEWG, was invited to participate in the roundtable dialogue to discuss the implementation methods and development direction of benchmark water plants with the industry leaders. She said that she has benefited a lot from participating in the appraisal and selection activities. She also stated that compared with the the National Top Ten Factory Challenge that she participated on behalf of the sewage plant more than ten years ago, there are tremendous changes in this selection activity: firstly, currently, the sewage plants are more developing towards intensive and refined management; secondly, it demonstrates openness, some of the 60 water plants shortlisted this time have demolished their walls to increase their social attributes; thirdly, it pays attention to ecologicalization, beautifying the external environment and carrying out eco-environmental protection education; fourthly, it continues to advance towards intelligence.
Looking forward to the future orientation of the activity, Liu Weiyan emphasized that firstly, it is important to further quantify and refine the evaluation indicators to lead industry development, and briefly introduced the implementation of the standards for star-rated water plants promoted by BEWG, secondly, it is necessary to establish an authoritative expert group in the industry based on the alliance to guide most water plants to achieve continuous improvement with an effective indicator system, thirdly, it is essential to establish a number of special and refined working groups internally to properly carry out follow-up work with an down-to-earth attitude to fully facilitate high-quality development of the industry.
