BEWG Held Its 2020 Annual Work Conference in Yanqing, Beijing from January 9th to 10th 2020-01-13

On January 9-10, BEWG held its 2020 annual work conference in Yanqing, Beijing. With the theme of “Strengthening operations to reshape core capabilities, and focusing on innovation to  re-start the engine of growth”, a comprehensive summary and review of the work in 2019 was made, the future development direction was clarified based on unified ideas and gathered consensus, and the business goals and key tasks for 2020 were arranged at the conference.

Tian Zhenqing, secretary of the Party Committee and chairman of BEWG, sent a congratulatory letter. Li Yongcheng, vice chairman and executive deputy general manager of BEWG, and chairman of the Board of Directors of BEWG, Jiang Xinhao, deputy general manager of BEWG and executive director of BEWG, Ke Jian, vice president of Beijing Enterprises Group Company Limited and executive director of BEWG, senior executives of BEWG, main heads of all departments, lines, and five regions of the headquarters, key business personnel and outstanding employee representatives attended the conference. The conference was hosted by Zhang Tiefu, vice President of BEWG.

Group President Zhou Min made a summary report entitled “Strengthening operations to reshape core capabilities, and focusing on innovation to re-start the engine of growth” on the work of 2019 at the theory-discussing meeting. Executive President Li Li delivered an annual work report entitled “Starting a new journey to build a structural force for the second growth of BEWG” on behalf of the executive agency, and Senior Vice Presidents Yang Guang and Yu Liguo respectively delivered keynote reports on future technologies and talents. Jin Feng, vice president of Beijing Enterprises Group Company Limited and secretary of the Party Committee of BEWG, shared his thoughts on party building.

Zhou Min pointed out that no business model could exist for a long time, and no core competitiveness could be maintained forever. BEWG has reached its limit after ten years of rapid development by making use of its original capital and system advantages. With the changes in the external situation such as competitors, if we want to continue to maintain cyclical growth in the new decade, we must pay attention to the future and find the breaking point of the quadratic growth curve. Zhou Min further emphasized the strategic direction of building an asset management platform and an operation management platform to transform to light assets, and pointed out that the core of the asset-light strategy is “the ability to operate trillions of assets”.    It can be achieved by means of the investment ability, technological innovation, intelligent tools, quality and efficiency improvement of assets, and high-quality talents. Finally, Zhou Min put forward the future vision of BEWG—to grow into a comprehensive platform-based enterprise with the help of the building of “big operation” capabilities, and eventually grow into a comprehensive service provider in the field of water affairs in a smart city to achieve the transformation from an enterprise platform to a platform-based enterprise.

 

Li Li made a work report on behalf of the executive agency. In 2019, faced with complex and severe environment and challenges, BEWG achieved steady and sustained growth in performance by following the general keynote of “improving quality and starting again after transformation”. In this report, he made a systematic review and comprehensive summary from the three main themes of “high quality”, “innovation” and “change”.

In this report, the Group’s deficiencies in strategic orientation, product penetration, production line adaptability, intellectual capital precipitation, etc. were also analyzed and pointed while the work performance was affirmed. In addition, overall arrangements for the work in 2020 were made from the four aspects of “strengthening strategic orientation, upgrading product and service capabilities, optimizing production lines of the organization, and building intellectual capital”.

 

As for the work of the technical lines in 2019, Yang Guang made a review from five aspects including technical system construction, standard system construction, collaborative mechanism construction, talent team construction, and project innovation practice. In 2019, through the efforts of all staff of the technical lines, the first product quality system of BEWG was formed; the T-shaped structure has taken shape and continued to evolve; the internal synergy effect is beginning to appear, with more recognition from the owner and clients. After analyzing the current situation of the Group’s technology, Yang Guang fully emphasized the value and important role of technology in empowering the core capabilities of operations and facilitating the transformation of light assets, and he also described the characteristics of technical system based on the  dual-platform and the asset-light strategy, that is, a flexible technical organization with resilience; it focuses on the main business to build the core technology brand; it provides technical support for the large-scale lean operation system. Finally, Yang Guang made arrangements for the work in 2020 from key work initiatives, organizational evolution, technological innovation, business innovation, service operation, etc.

 

In the report on the human resources strategy for the future, Yu Liguo first emphasized the importance of talents to enterprise development. Since 2018, with changes in the internal and external situations, the Group has established and firmly upheld the strategic direction of transforming to an asset-light enterprise through the construction of a dual platform, reshaped its core operation capabilities, put more emphasis on the value of customer service, and begun to march towards a great company. However, a great company depends on top talents, the Group still has shortcomings in terms of talent structure, ability, and atmosphere, which are not enough to support the realization of the strategic goals. After systematic review and analysis of the current situation of the Group’s human resources and corporate culture, Yu Liguo proposed a human resources strategy for the next ten years: enhance the value of talent capital, and promote the formation of a team of talents with superior leadership and competitiveness to support the realization of the Group’s strategic goals by strengthening the construction of human resources department, corporate culture, talent mechanism and corporate organization. Finally, Yu Liguo made arrangements for key human resources measures in 2020 from three aspects of cadre development, structural adjustment and capacity improvement. 

 

Jin Feng briefly introduced the theme party day activities in 2019 including “holding Party branch general meetings, meetings of Party branch committees, Party group meetings, and Party lectures”, “Two Studies, One Action”, etc., and talked about his insights and thoughts on the “original aspiration and mission” and integrated party building work. He pointed out that the original aspiration and mission are the exploration of our inner pursuit and self-worth, and are a beacon to ensure that we are not lost in a complex and changing situation. Just as our mission of “protecting the source of life and creating a green environment” upheld by BEWG, let’s always focus on the water sector and continue to create ecological value for the society. In 2019, the Group also explored and practiced the integrated party building mode through such activities as the “Ankang Cup” competition, the establishment of a task force of party members to help the reform and development of enterprises, etc. It has integrated party building into production and operation, stimulated the internal motivation of Party members, helped high-quality development of enterprises, and also promoted the growth of employees and the implementation of corporate strategies. After further emphasizing the important role of party building work in the development of enterprises, Jin Feng hoped that everyone will stay true to their original aspiration, keep their mission in mind, have dreams in mind, and live up to their youth, and work together for the high-quality development of the Group.

 

Li Yongcheng fully affirmed the development achievements of BEWG, and analyzed the internal reasons and logic of the relative weakening of the original capital financing advantages and the advantages of systems and mechanisms in the water industry after  changes in the market environment, competitors and other external situations occurred. Li Yongcheng pointed out that the problem of systems and mechanisms is essentially a contradiction between management and control and freedom or innovation. BEWG is a model of mixed-ownership reform of the State-owned Assets Supervision and Administration Commission of People’s Government of Beijing Municipality, and it has fully demonstrated the role of systems and mechanisms in market competition during the ten-year development. Faced with new situation of the industry, BEWG will further strengthen research and discussion on how to solve the contradiction between management and control and innovation, continue to empower enterprises through the systems and mechanisms, and enhance the advantages of BEWG in market competition. Li Yongcheng also emphasized the important role of party building in the development of enterprises, and required that BEWG should integrate party building into its operation, give full play to the exemplary leadership role of party members and cadres, and explore a party building model suitable for the development of BEWG. 
During the meeting, the investment, procurement, construction, operation, and finance lines respectively reported on their thoughts and explorations on secondary growth, quality improvement, etc. 

 

On the morning of January 10th, Zhang Baolin and Mao Jianhua, technical directors of BEWG, jointly released the enterprise technical standards and collaborative work guide  for urban water affairs business and water environment technology business of BEWG in 2019. 

 

Afterwards, wonderful sharing on past value experience and work arrangements in 2020 was made by the five regions, and the 2020 target responsibility documents were signed between the Group and the five regions. In the afternoon of the day, representatives of the international training class for senior operations managers of BEWG reported on their studies. 
 
A commendation conference was held at the same time to commend the advanced teams, individuals and ecological partners of 2019.
