The Thousand-year City Enjoys Fresh Water, and “the Belt and Road” Forms the New Level - Official Contract Signing by BEWG for PPP Project of Urban Drinking Water Safety in One City and Four Counties in Kashi, Xinjiang 2017-10-12

On October 12, 2017, the contract signing ceremony for PPP project of urban drinking water safety in one city and four counties in Kashi, Xinjiang was held in Kashi City, Xinjiang Uygur Autonomous Region. Lu Xiaoxin, deputy commissioner of administrative office in Kashi, Li Li executive director & executive president of Beijing Enterprises Water Group Limited (BEWG), and Zhang Baolin, the technical director etc attended the signing ceremony. Muhetaer Reyimu, secretary of Water Conservancy Bureau in Kashi and Yang Xiaoquan, the assistant of presidents and regional general manager of West China represented both parties to sign the contract. Zou Xiaodong, deputy director of Development and Reform Commission of Kashi presided over the contract signing ceremony.

On the contract signing ceremony, Lu Xiaoxin, deputy commissioner of administrative office in Kashi Prefecture denoted that the project is the significant measure to enhance the water safety of residents in South Xinjiang as stated in 2016 No. 5 central document. It is of great significance to improve the water conditions of the residents, quality of life and economic development and social stability in Kashi Prefecture. He expected that BEWG could fully exert the advantages in investment and financing, design, construction, operation management and talents etc. and try to

build the project into the demonstrative project in Kashi Prefecture.

Li Li executive director & executive president of BEWG denoted that in the speech that BEWG would centralize the advantageous strength into the PPP project of water safety project in one city and four counties of Kashi, optimize the design, control the investment, conduct strict management, ensure the quality and quantity, fulfill the project construction on time, try to build the project into the first-rate PPP project in Xinjiang Autonomous Region and in the whole country, and provide the residents in Kashi Prefecture with higher-quality edible water as soon as possible. In addition, BEWG will maintain the in-depth cooperation with Kashi Prefecture, fully exert the industrial advantages in comprehensive treatment of municipal water affairs and water environment and treatment of environmental sanitation solid waste, industrial waterwaste, clean water and bitter treatment, boost the implementation of “the Belt and Road” national strategy, quicken the development of Kashi Special Economic Zone, and make contribution to building Kashi into the core area of the economic zone of the silk road.

Bureau of Finance, Water Conservancy Bureau, Commission for Discipline Inspection and The Third Agricultural Division of Xinjiang in Kashi Prefecture and the responsible persons and representatives of Investment Center and Technology Center of BEWG attended the contract signing ceremony.

The PPP project of urban drinking water safety in one city and four counties in Kashi, Xinjiang is of great significance to implement the urban circle development plan with Kashi as center and the requirement to improve the water safety of residents in South Xinjiang of the Party Central Committee and the State Council. The implementation of the project is conducive to boost the implementation of “the Belt and Road” national strategy, accelerate the development of edgewise economic zone in Xinjiang, and help Kashi to become the bonding point, growth pole and regional center of the core area of the economic zone of the Silk Road.
